As the ADAP Coordinator, I oversee the Connecticut AIDS Drug Assistance Program (CADAP) as well as enforce compliance to HRSA guidelines as defined by the US Public Health Service Act Section 340B. CADAP is a payer of last resort for HIV+ clients that fall within 400% of the federal poverty level. With roughly ~1900 clients, I ensure the successful operation of this critical health program. I am the primary liaison to Magellan Rx, the pharmacy benefits manager that processes CADAP claims, handles the procurement of our rebates, and manages the CADAP Call Center.
I have created a new CADAP Advisory Board consisting of doctors, physician assistants, nurse practitioners, pharmacists, nurses, case managers, and DPH employees. The primary responsibility of the board is to advise the program on changes that need to be made including, but not limited to: formulary addition/deletions, eligibility criteria, quality performance measures, and developing new policy and procedures. To date, we have over 20 members of the advisory board providing ample geographic representation throughout the state.
As the coordinator to one of the largest programs at DPH, I am responsible for managing that the funds provided by Ryan White Part B are used according to HRSA guidelines. I work with the fiscal department at DPH and Magellan to confirm 340B rebate dollars are being generated, collected, and utilized in a timely and efficient manner.
As the consultant pharmacist for the state run 340B STD and TB Clinics , I am responsible for advising the program coordinator on legal compliance best practices and the medication dispensing process. In the absence of the medical director, I dispense the drugs to the TB nurses and case managers so there will be no interruption of therapy. Recent projects include rewriting the 340B policy and procedure manual for our dispensing model, reorganizing the inventory, and contracting with a reverse distributor.
